General Observations

1/19- Billy Mitchell up to 3200'.  -5° F, OVC, moderate wind, no snow transport, snow developing to moderate through the day.

Found developed near surface facets 1 inch below the surafce, 2-3 mm.  This layer will be something to watch with subsequent storms.
